The travel and transportation through sea routes is one of the ancient and most convenient modes of communication which the ancient man has used since decades. This was the sea through which ancient days travelers has taken route to visit the other side of the earth and then later realized that the earth is round- so I have no hesitation in saying that this is the sea which makes earth round and hope that the great Galileo would not disagree.

This is the sea route through which Columbus found the America. The sailor Vasco da Gama travels through sea route to India which later shows the path to many European business entrepreneurs to invade India. This is the impact of journey traveled by Vasco da Gama that India still called as Indian Sub Continent in several western countries. The sea is recognized as the ancient known route which minimnizes the length of the world.

The man has used several mediums to invaded seas including swimming and diving. The man also utilizes sea resources for personnel benefits. The ancient and less than ancient man has used boats and other mediums to travel through sea routes.

This was the discovery of Archimedes and invention of motor which revolunizes the journey through seas. This is the extra addition of science and technology with sea water that today we have ship marines which can transport several tones of load through water from one destination to other.

The the invasion of seas by divers, mariners and others who are being just curious which has created the areas like marine sciences, and naval engineering etc for study and research in modern days. The study off marine sciences requires analytical bent of mind, a brave heart and a healthy body as well. Studying seas requires living in seas for more than several at lowest temperature with strong analytical bent of mind to observe and record the rendezvous of sea waves. Besides, this also involves a lot of knowledge of basic sciences, viz; physics, chemistry, mathematics and biology etc.

Any knowledge economy is half filled without knowledge of seas. However, India is taking the lead in under water activities when compared to others. We have excellent knowledge vis-à-vis manpower which is fitting to different seas activities. Today we are well organized when it comes to terms to water and ocean activities.

The under water activity of India begins in the beginning of 20th Centaury itself. India was subcontinent of British who first felt the need of an organized under water activity and also the need for trained manpower. By this time the world already has started using modern day ship marines for different activities in large. Since the India was business destination of British, to do the task T.S. Dufferin was established in 1927 which marks the beginning of shipping training in India. The T.S. Dufferin was founded to inculcate the shipping sense in cadets.

Also this was the era of massive changes in world political, economic, and geographic changes because of WW-II and India's struggle to freedom. As soon as India gained its freedom from British rulings in 1947, a 'Merchant Navy Office Committee' was constituted by Government of India for Pre Sea Training of Marine Engineers, seeing the need of adequate marine facility in such a vast country.

After India has gained independence in 1947 and government has formed its ministry and various departments for administration and management of country.

The Director General of Shipping is the statutory Maritime authority of government of India which comes under the merchant shipping act 1958. The directorate is responsible for administration and management of activities taking place in Indian sea waters. The institute is also responsible for international affairs in relevance to under water activities and hence responsible for developing good relations with other countries that are involved in similar activities.

Under water transportation is one the ancient known mode of transportation which is still largely in place. Sea transportation is also cheap and convenient. The only drawback of this mode of travel and transport is that, it is much time taking, that's why it's been used for carrying goods, mainly. However, the human traveling is largely takes place through roads, rails and airways. Thanks to its other peer airways which have reduced the burden of carrying human population on water bodies.

Water bodies are gate ways from one geographic region to another as well and man knows boundaries. Invading other country for personnel benefits is one of the deteriorating tasks that many tries to do. However, when entering other country's waters / borders there should be some definite norms which every one and any one has to respect for. And to prevent mishaps and regularize cross water activities, the government of India DG Shipping workforce is there.

The DG shipping has definite charter to regularize different under water activities besides taking care for training professionals. The directorate approves institutes and courses offered for providing marine training in the country. At large, the directorate takes care for marine training and trading through water ways in the country.

The Directorate General of Shipping is consists of four wings- DGS Head Quarters, Training Institutes, MMDs and Allied Offices. These divisions are again divided into several sub divisions.
