When an new university is formed, the same need to be approved by state assembly or in case of central university, it is parliament. A bill needs to passed according to UGC act. This is applicable even in case deemed universities. Once the act ( bill ) is passed by assembly or parliament, the formation of the university is notified. This is required because, the initial expense involved for setting up a university and subsequent running cost has to be approved thru a bill.
