Why Pvt. Ltd. Companies employees are not financially secured and why the all Pvt. Ltd. Companies are not giving the GPF & PF to their employees after doing overtime also and no extra charges? Are Pvt. Ltd. Companies exploiting their employees?

If the total number of employees in a Pvt. Ltd. Company is less then 20 ten it is not mandatory for the company to cover the employees under PF. If a company having more than 20 employees does this then it is illegal.
