A new distance learning team has recently been created within the British Council. Headed up by Keith Williams, formerly of the Open University, the new unit aims to develop the international market for UK distance learning. The remit of the unit is wide and includes all programmes delivered at a distance - everything from e learning through to in-country delivery. Extending the Education UK brand to include distance learning programmes will be a key activity of the distance learning team over the next year. Distance Learning is distinguished from institution-centred learning, as the learner is physically distant from the UK institution.
It ranges from pure distance learning (eg fully on-line learning) through to blended learning (a mixture of pure and face-to-face tuition). In-country delivery is where students receive face-to-face tuition (for the whole of a course or part of it) away from the UK institution's own campus.
The British Council is implementing a Knowledge and Learning Centre (KLC) programme to create a global network of enhanced conferencing, learning and knowledge opportunities. The programme aims to: Make use of up-to-date technology Engage with younger audiences Integrate services offered overseas by the British Council Give access to the latest UK based knowledge and learning products Encourage new ways of working Provide evidence of increased impact for the
UK in overseas countries. Building on tried and tested methods of face-to-face interaction; this network will be a combination of physical and virtual services, with much of the initial investment going into technical platform, electronic content and service. The Knowledge and Learning Centres will be targeted at young professionals and will provide a range of services including: Internet access to the best UK Internet resources. This will enable users to get up-to-date information from the UK and allow participation in interactive debates and web forums Videoconferencing facilities providing links with other Council centres and with UK and international partners, such as research institutions, think tanks, NGOs, and the private sector Distance learning zones to support the delivery of UK distance learning overseas. The zones will contain relevant collections of electronic and print resources, provide access to the Internet and provide space for study and consultation. The KLC network will deliver tailored content developed with local, UK and multinational partners and will provide opportunities for people in the UK to share ideas and experience with enthusiasts in other countries. The first KLC opened in New Delhi in January 2002. Our partnership with the World Bank supports this initiative
These will be spaces - or zones - where we make available a wider range of knowledge and learning opportunities. We aim to gradually transform the ways in which our offices meet the changing needs of our audiences around the world and in the United Kingdom. We want to take advantage of the opportunities offered by both new and old media - in ways appropriate to local contexts - to provide access to knowledge, selected and shaped for target audiences (e.g. web sites, portals, databases, electronic journals) flexible learning opportunities (e.g. taster modules, certificated courses, full distance learning award bearing courses, delivered through our offices to target audiences) conferencing facilities, including by videoconference (e.g. for seminars, workshops, conferences, promotion, student recruitment, alumni activities) exhibition and display space (e.g. for showcasing of products, virtual exhibitions of creative arts and design)
